Hello, my name is __________, and I am affiliated with Citizens Against Heartland Greenwashing Projects, a landowner rights group in Illinois. I am calling to ask you to support SB 2842, a bill that will ban the use of eminent domain for CO2 pipelines.
There are over ten carbon storage projects planned in Illinois now under review by the U.S. EPA and more that have been announced. Each will require pipelines to transport CO2 to injection wells.
SB 2842 will not stop a CO2 pipeline. By removing eminent domain powers, private companies will need to negotiate with landowners to minimize harm rather than threaten to take their land. This is important because without good-faith negotiations, CO2 pipeline routing by a private company can:
Restrict a farmer’s use of their property, destroy field tiles, and damage farmland to the extent that it reduces crop yield.
Be routed too close to homes, businesses, and schools, placing our families in grave danger. A leak or rupture of a CO2 pipeline can release a toxic asphyxiant that can harm—or even kill—people and animals over a mile away.
Currently SB2842 is in the Assignments Committee, but I am told it will be added to another piece of legislation. I am also told that will be more likely if there is widespread support for the bill. That’s why I am asking Senator/Rep ___________ to support and cosponsor SB 2842.
